Abstract
In accordance with Decisions 1/CP.19 and 1/CP.20 in line with decision 24/CP.18 and the provisions and principles of the United Nations Framework Convention on climate change (UNFCCC), article 4.8 in particular, Qatar prepared its Intended Nationally Determined Contributions towards achieving the objective of limiting the negative impacts of climate change. The document also confirms the four pillars contained in the Qatar National Vision 2030 aiming to strike a balance between development needs and environmental protection, and support as well international efforts to mitigate the effects of climate change.
Response measures to climate change include two main fields of intervention; they are (1) economic diversification; and (2) adaptation actions. As for the first theme, its intention is to (i) develop the use and export of clean energy and renewable sources, such as solar and wind power, together with the development of the needed support, especially, technology transfer, to make them available; (ii) increase research and development in the concerned fields to improve the environment's adaptation with climate change impacts, and utilizing clean energy and renewables, reducing emissions to the atmosphere and developing technologies that convert emissions into useful products; (iii) invest in education to build an environmentally aware society improved in innovation and entrepreneurship to contribute to climate change efforts and sustainable development; and (iv) promote sustainable tourism strategies. The adaptation actions concern (i) water management, including wastewater treatment, integrated system of quality requirements, discharge controls, incentives for conservation, and desalination; (ii) infrastructure to enhance the network of drinking water, wastewater and treated sewage effluent, and to develop public transportation to reduce the demand on private vehicles together with improvement of the emission standards for new motor vehicles; (iii) waste management focusing on collection of waste to generate clean energy, improvement of the sector to alleviate the pressure on the environment and to reduce, reuse or recycle generated waste; and (iv) awareness to promote public involvement to both achieve an emission reduction and encourage the sense of shared responsibility towards the environment.
To make agriculture more sustainable and productive, the document envisages the use of upgraded wastewater treatment plants to further support using it for agricultural purposes and reduce the demand on fresh water.
As for the Governance, a national Monitoring, Reporting and Verification system, established to to strengthen the governance of climate change on national level, could be used to track the progress in achieving the aim of this INDCs.
