Law No. 13 of 2024 regarding the protection of public electrical and water facilities

Abstract
This Law consisting of 21 articles establishes at Article 2 that public electrical and water facilities are public property of the state. Under Article 3 no construction, modification, or planting work is allowed near public utility areas without a permit obtained from the competent authority and according to the conditions specified in the permit. Stakeholders must take all necessary precautions, as determined by a decision issued by the Minister, to protect public electrical and water facilities located at the work site or adjacent sites and the Authority - the Qatar General Electricity and Water Corporation - shall monitor the implementation of the preventive measures. Part III concerning liability and compensation provisions establishes that anyone who damages public electrical or water installations must compensate for the harm, with joint liability extending to employers and contractors, compensation assessed by a technical committee, enforceable through administrative measures, and service suspension applied for non-payment. Part IV deals with the penalties.
