Law No.4 of 2014 amending Certain Provisions of Law No. 8 of 1990 on Regulation of Human Food Control.

This Law amends arts. 19 and 32 of the Law No. 8 of 1990. In particular art. 19 establishes that the staff of the Ministry of Municipality and Urban Planning, the Supreme Council of Health and the Qatar General Authority for Standardisation and Metrology shall have the capacity of the judicial enforcement officer in relation to offences committed in violation of the provisions of this Law. In the previous Law responsible was the Ministry of Public Health, Ministry of Municipal & Agricultural Affairs and competent municipalities. Art. 32, regarding closure of a shop in which the offence occurred, establishes that responsible authorities are the director of a competent municipality, or the director of a competent department in the Ministry of Municipality and Urban Planning, or the director of a competent department in the Supreme Council of Health, or the director of a competent department in the Qatar General Authority for Standardization and Metrology, and reduces the closure to a maximum of 60 days, instead of the previous 90 days. It also states that a sign saying closed for violating the Law of Regulation of Human food control shall be placed on the front of the shop, and the closure decision shall be published on the website of which the body issued. Changes are provided also in the appeal: it possible to appeal, within 10 days, to the Minister of Municipality and Urban Planning, the Minister of Public Health or the Minister of Environment. In the previous Law the appeal could be submitted only to the Minister of Municipal & Agricultural Affairs that would decide on it within 30 days from the date of submission. According to the amended Law, the Minister shall decide on the appeal within 10 days from the date of submission and the lapse of this period without a decision on the appeal shall be deemed a rejection of it.
