Abstract
This Resolution consisting of 2 articles aims to replace Annex No. (5/1) of the original text, which outlines the administrative authority responsible for issuing licenses related to waste and hazardous materials. The Annex outlines the various governmental authorities responsible for licensing and regulating the handling, transport, and disposal of hazardous materials and waste in Qatar. These authorities include the Ministry of Defense, the Ministry of Interior, the Ministry of Municipality, and several others, each overseeing specific areas such as civil defense, agriculture, transportation, public health, and environmental protection. All licensing requires coordination with the Ministry of Environment and Climate Change to ensure compliance with environmental laws and regulations. In particular (i) the Ministry of Defense licenses the import, export, and handling of materials under the Chemical Weapons Convention; (ii) the Ministry of Interior's Civil Defense manages licenses for the safe transport, storage, and fire safety of hazardous materials; (iii) the National Committee for Explosives Affairs oversees dual-use materials in weapons and explosives; (iv) the Ministry of Municipality handles the licensing of agricultural pesticides, insecticides, and waste management; (v) the General Authority of Customs ensures proper labeling, documentation, and compliance of hazardous materials, and destroys or re-exports harmful goods; (vi) the Ministry of Transport regulates hazardous material transport, including vehicle specifications, driver licenses, and routes; (vii) the Ministry of Public Health licenses medicines, chemical precursors, and medical waste facilities; (viii) the Ministry of Environment and Climate Change regulates hazardous materials not covered by other authorities, sets safety standards, and ensures compliance with environmental laws; (ix) the Ministry of Commerce and Industry licenses hazardous waste treatment projects and registers related companies; (x) QatarEnergy licenses hazardous materials for oil, gas, and industrial chemicals.
