Abstract
This National Climate Change Action Plan 2030 is a comprehensive document outlining the steps Qatar will take to fulfill its international commitments to combat climate change by focusing on reducing greenhouse gas emissions. This Plan is integral to Qatar's policy, aligning with its support for global efforts to mitigate climate change impacts and fostering strong regional and international partnerships. Recognizing climate change as a critical issue, Qatar emphasizes environmental development as a key pillar of its National Vision 2030. The Plan integrates strategic economic diversification and sustainable development goals established by the UN. Key components include (i) over 30 mitigation measures across major sectors to cut emissions; (ii) more than 300 actions to adapt to climate change; (iii) various enabling factors like awareness programs and legislation to support a shared sustainable vision, with a target to reduce emissions by 25%. Given the potential severe impacts of climate change on public health, including rising temperatures, deteriorating air and water quality, food and water scarcity, resource conflicts, and disease rates, the Plan aims to mitigate these effects while also enhancing the health system's capacity to meet both current and future needs.
The document reiterates the Environmental development goals within the framework of Qatar National Vision 2030, namely (i) supporting international efforts aimed at mitigating the harmful effects of climate change; (ii) playing a proactive and prominent regional role in assessing the negative effects of climate change and taking measures to mitigate its severity; (iii) encouraging regional cooperation to adopt preventive standards that mitigate negative impacts on the environment and protect it from pollution resulting from development activities; (iv) developing a comprehensive plan for urban development at the state level that adopts a clear and sustainable policy for urban expansion and population distribution; (v) building environmental institutions that strengthen the sense of the importance of environmental safety and use environmental planning tools, while working to conduct environmental research and encourage the use of technologies that preserve the environment; (vi) creating an environmentally conscious people who preserve the environmental heritage. Another key element of the document concerns leaner fuel products like gas-to-liquid fuel, which are key to a low-carbon economy. Qatar is improving natural gas production efficiency and has initiated projects to reduce emissions across the supply chain, including carbon capture, smart leak detection, and energy-efficient pumping. Ongoing and planned projects aim to optimize resource use and raise climate change awareness, with the national energy efficiency plan reflecting sectoral emissions and sustainable development goals.
The document outlines measures across several sectors: (i) Oil and Gas, with projects focused on reducing inflammation emissions, and fugitive methane emissions, and implementing energy efficiency programs; (ii) Energy and Water, through the development of water conservation regulations, energy conservation programs in buildings, expanding renewable energy projects, and enhancing the efficiency of energy and water production; (iii) Transport, by promoting public transportation, improving maritime and aviation sectors, encouraging fuel economy and tire rolling resistance standards, enhancing vehicle efficiency standards, and promoting electric vehicles for private cars, buses, and taxis; (iv) Building, Construction, and Industry, by improving green building standards and recycling construction and other waste.
To implement the Plan, the Government will rely on the following key enablers: (i) Community awareness and communication; (ii) Environmental education and human resource development; (iii) Technology, research, and development; (iv) Incentives and legislation.
