Third Qatar National Development Strategy (NDS3) 2024–2030.

This Third National Development Strategy for the State of Qatar 2024–2030 outlines the plan for the next phase of Qatar’s development journey towards realizing the Qatar National Vision 2030 (QNV 2030). It defines transformative initiatives and reforms designed to achieve the remaining QNV 2030 goals by (i) sustainably developing the economy to remain competitive amidst a turbulent and rapidly changing global landscape through diversification of priority economic sectors and creating a leading investor and business-friendly environment; (ii) making Qatar a favored destination for foreign investment and skilled talent; (iii) supporting family cohesion as well as religious and cultural values, and national identity; (iv) maintaining a high quality of life for citizens and residents, preserving and developing the well-being achieved for citizens while ensuring that residents feel appreciated for their contributions to the national development. The transformation is outlined in the following seven key strategic national outcomes for the 2024 - 2030 period (1) Sustainable Economic Growth by adopting a sustainable growth model to transform into a competitive, productive, diversified, and innovative economy; (2) Fiscal Sustainability by strengthening the long-term stability, health, and resilience of the government budget and its balance sheet; (3) Future-ready Workforce by enabling and developing citizens into globally competitive individuals and attracting high-skilled expatriates as long-term partners in Qatar's transformation journey; (4) Cohesive Society by preserving Qatar’s values and strong family bonds, fostering active citizenship, an integrated community, and harmonious society to thrive in a globalized world; (5) Quality of Life by providing quality of life for all through excellence in healthcare and public safety, with a vibrant cultural life, becoming a best-in-class environment for families; (6) Environmental Sustainability by conserving natural resources, protect ecosystems, reduce greenhouse gas emissions, and building resilience against future environmental threats; (7) Government Excellence to become a world-class provider of government services to citizens, residents, businesses, and institutions, and a top nation for effective, effcient, and transparent governance.
In particular, for what concerns environmental Sustainability, the Strategy aims to conserve natural resources, protect ecosystems, reduce greenhouse gas emissions, and build resilience against future environmental threats. In alignment with QNV2030, Qatar is committed to preserving the environment for future generations by ensuring that air, water, and land are well-managed and protected. These environmental ambitions also support Qatar’s long-term economic agenda by reducing emissions to maintain the competitiveness of key economic sectors and adapting vital resources to climate change to ensure economic resilience. The Strategy includes specific targets, such as reducing GHG emissions by 25% by 2030, achieving 4 gigawatts of renewable energy capacity, protecting 30% of land and marine areas, and restoring 30% of degraded natural habitats. Additional measures involve reducing groundwater extraction by 70%, lowering per capita water consumption to below 310 liters per day, and implementing various mitigation actions across key sectors. To protect biodiversity, Qatar plans to safeguard significant portions of land and sea, rehabilitate ecosystems, and combat desertification. Water conservation efforts will include sustainable desalination technologies, reducing water loss, and promoting conservation behavior. Furthermore, Qatar aims to transition to a circular economy by integrating circular principles into industrial processes and encouraging sustainable practices across sectors.
