Agreement between the Government of Romania and the Government of the Hashemite Kingdom of Jordan regarding cooperation in the field of preventing, limiting and removing the effects of disasters.

The purposes of this Agreement are to create the legal framework necessary for cooperation and to facilitate the provision of mutual aid in the field of prevention, limitation and elimination of the effects of disasters. Within the framework established by this Agreement, the contracting parties may provide mutual assistance, upon request, in the event of the imminence/occurrence of a disaster whose consequences on the territory of the state of the contracting party that is threatened/affected could not be completely eliminated by the efforts and means of the party respective contractors. Disaster shall be intended event generated by natural or man-made causes, which occurred in a specific area and which seriously affects or endangers the life and/or health of people, material goods or the environment, requiring application of exceptional measures to limit and remove its effects. In order to implement the provisions of this Agreement, the contracting parties designate the following competent authorities: for the Government of Romania – Ministry of Internal Affairs, Department for Emergency Situations, for the Government of the Hashemite Kingdom of Jordan – Ministry of the Interior. In order to implement the provisions of this Agreement, the competent authorities will cooperate and communicate directly. The competent authorities will constitute a permanent joint commission for cooperation in the field of prevention, limitation and mitigation of the effects of disasters. The cooperation of the contracting parties within the framework of this agreement may include, in addition to the main purpose of providing aid in the event of a disaster, the following forms of cooperation: (a) the promotion by the specialized institutions of the two states of joint projects in the field of forecasting, prevention, evaluation, limitation and mitigation of the effects of disasters; (b) the organization of conferences, study trips, scientific programs, training courses, exchanges of experience, exercises; (c) the exchange of information regarding sources of risk that can generate disasters, especially in those cases where they can also affect the territory of the state of the other contracting party; and (d) the exchange of documentation regarding the results of scientific research.
