Agreement between the Government of Romania and the Government of the Oriental Republic of Uruguay regarding Antarctic cooperation.

The Parties agree to establish a mechanism for permanent consultations on issues of common interest in the political, legal, scientific, environmental and other fields, within the Antarctic Treaty System. To this end, the parties will make efforts to achieve an exchange of information related to their respective positions in various international forums with competences in these fields, respecting their individual interests and putting into practice the letter and spirit of the Antarctic Treaty. The cooperation shall be carried out in the following fields: (a) the development of scientific and technological research through joint projects, in order to deepen the knowledge obtained, mainly in the field of protection of the Antarctic environment and its dependent and associated ecosystems; (b) facilitating the creation of joint groups of experts, in order to evaluate the possible impact of the respective activities in this field on the Antarctic environment, simultaneously with the promotion of exchanges of scientific and logistic personnel to collaborate in projects of common interest; (c) the exchange of information and the development of joint projects and experiences in the respective resorts of each country, in order to provide modern and efficient logistical support to scientific activities, taking into account the fragility of the Antarctic environment and the impact of human presence in the Antarctic Treaty area; and (d) facilitating the training of human resources, by applying modern scientific and technological knowledge, in order to be able to count on a group of researchers, managers and technicians specialized mainly in the Antarctic environment.
