Agreement between the Government of Romania and the Government of the Republic of Azerbaijan regarding cooperation in the field of preventing, limiting and mitigating the effects of disasters.

The purpose of this Agreement is to create the necessary legal framework for cooperation in the field of prevention, limitation and mitigation of the effects of disasters and to facilitate the granting of mutual aid. Within the framework established by this Agreement, the contracting parties may grant each other mutual aid, upon request, in the event of the imminence/occurrence of a disaster whose consequences could not be completely eliminated through efforts and the means of the contracting party whose state territory is threatened/affected. The provisions of this agreement are not applicable for the prevention and combating of acts of terrorism or sabotage. Disaster shall be intended an event generated by natural or man-made causes, which took place in a certain area and which seriously affects or endangers the life and/or health of people, material goods or the environment, requiring exceptional measures to be taken to limit and eliminate its effects. The contracting parties shall cooperate in the following forms: (a) the promotion by the specialized institutions of the two contracting parties of joint projects in the field of forecasting, prevention, evaluation, limitation and elimination of the effects of disasters; (b) the organization of conferences, study trips, scientific programs, training courses, exchanges of experience, exercises and joint applications, through the cooperation between the competent authorities and interested institutions from the states of the contracting parties; and (c) the exchange of information regarding sources of risk that can generate disasters, especially in those cases where they can also affect the territory of the state of the other contracting party.
