Agreement between the Government of Romania and the Government of the Republic of Moldova regarding cooperation and mutual assistance in the event of disasters.

The purpose of this Agreement is to create the legal framework for cooperation and mutual aid in the event of disasters, limiting and mitigating their effects, as well as establishing other forms of collaboration of the contracting parties in the application of this Agreement. Within this Agreement, the contracting parties grant each other, upon request, mutual aid in the event of the imminence or occurrence of disasters whose effects cannot be limited or eliminated entirely by the efforts and means of the contracting party affected by the disaster. The competent authorities of the contracting parties will inform each other, without delay, ex officio, on the disasters occurred on the territory of their states and which affect the other party, by transmitting the necessary information to limit their effects. Forms of granting aid within the framework of this Agreement, the granting of aid includes making available to the requesting party equipment and aid granting teams, sending aid, search, rescue, other emergency actions carried out in the event of disasters, which aim to save human lives, protect the health of the population, evacuate the population to the territory of the state of the other contracting party, limit ecological damage, material and cultural losses, such as and secondary effects. The collaboration of the contracting parties within the framework of this Agreement, in addition to the provision of aid in case of disasters, may also include the following forms of cooperation: (a) forecasting, prevention, assessment and elimination of the effects of disasters, as well as the exchange of scientific, technical and practical experience; (b) the organization of conferences, study trips, scientific programs and specialized courses, the collaboration of educational institutions and the execution of common applications through the cooperation of the competent authorities and interested institutions of the states of contracting parties; and (c) the exchange of information on the sources of risk that can generate disasters, respectively on their effects, especially in those cases where they can also affect the territory of the state of the other contracting party. Mutual information also includes the transmission of risk parameter measurement data by risk type.
