Abstract
The purpose of this Agreement is to create the legal framework necessary for cooperation and to facilitate mutual aid in the field of preventing, limiting and mitigating the effects of disasters. Within the framework established by this Agreement, the contracting parties may grant each other mutual aid, upon request, in the event of the imminence/occurrence of a disaster whose consequences could not be completely mitigated by the efforts and means of the contracting party whose state territory is threatened/affected. The provisions of this Agreement are not applicable for the prevention and combating of acts of terrorism or sabotage. In order to implement the provisions of this Agreement, the contracting parties designate the following competent authorities: (a) for the Government of Romania: Ministry of the Interior and Administrative Reform; and (b) for the Government of the Republic of Turkey: the Prime Minister, the General Directorate of Emergency Management. The contracting parties will establish a joint intergovernmental cooperation commission in the field of prevention, limitation and mitigation of the effects of disasters. The tasks of the joint commission are to organize, plan and coordinate the joint activities carried out in accordance with this agreement, to observe and evaluate the manner of fulfilling its provisions and to formulate proposals addressed to the contracting parties regarding the optimization and further development of specialized cooperation. The cooperation of the contracting parties within the framework of this Agreement may include, in addition to the main purpose of providing aid in the event of a disaster, the following forms of cooperation: (a) the promotion by the specialized institutions of the two states of joint projects in the field of forecasting, prevention, evaluation, limitation and mitigation of the effects of disasters; (b) the organization of conferences, study trips, scientific programs, training courses, exchanges of experience, exercises and joint applications, through the cooperation of the competent authorities and interested institutions from the states of the contracting parties; and (c) the exchange of information regarding the sources of risk that can generate disasters, especially in those cases where they can also affect the territory of the state of the other contracting party.

Entry into force notes
This Agreement enters into force after 30 (thirty) days from the date of receipt, through diplomatic channels, of the last notification by which the contracting parties inform each other about the fulfillment of the internal legal procedures for its entry into force.
Notes
This Agreement will be valid for a period of one year. It will be renewed, automatically, for the same period of time, except for the situation where one of the contracting parties notifies the other contracting party, through diplomatic channels, 90 (ninety) days before the expiration of the one-year period, the termination of the validity of this Agreement.
