Abstract
The Ministry of the Environment and Water Management of Romania and the Ministry of Environment and Water of the Republic of Bulgaria, wishing to strengthen cooperation based on the relevant international conventions and other agreements to which the parties or states they are parties and in accordance with the final documents of the World Summit on Sustainable Development of Waters of the Republic of Bulgaria, recognizing that many of the water management issues have a transboundary nature and require international cooperation at the bilateral, regional and international level for the implementation of both bilateral and international agreements, and the cooperation between the competent national authorities can generate mutual benefits, recognizing the importance of approaching sustainable development in order to protect and improve the quantity and quality of water resources, as well as for the health and well-being of present and future generations, considering the fact that the territories of the two states are in the hydrographic basin of the river The Danube and the Black Sea basin, have agreed on the following: (a) the parties will develop and promote, on the basis of equality, reciprocity and mutual advantage, cooperation in the field of water management. The main areas of cooperation shall be as follows: (a) water management, in particular the provisions of the Water Framework Directive; (b) integrated management of coastal areas; (c) protection of the quality of water resources, purification of urban and industrial wastewater; (d) evaluation of the socioeconomic impact on water; (e) the use of economic instruments in the field of water management; (f) the implementation of regional and international conventions and agreements regarding the protection and use of watercourses, to which Romania and the Republic of Bulgaria are parties; and (g) scientific research and design in order to develop some aspects regarding the quantitative and qualitative management of waters.

Entry into force notes
This Agreement will enter into force on the day following the date of receipt of the last written notification by which the parties inform each other on the fulfillment of internal legal procedures for its entry into force.
Notes
This Agreement is concluded for a period of 5 years, after which its validity will be automatically extended for new successive periods of each 5 years. Either party has the right to terminate this agreement at any time by written notice to the other party. The Agreement will cease to be valid within 3 months from the date of receipt of the notice of termination.
