Agreement between the National Commission for the Control of Nuclear Activities in Romania and the Commission for Nuclear Regulations in the United States of America regarding the exchange of technical information and cooperation in the field of nuclear security.

The scope of this Agreement is the exchange of unclassified technical information to the extent permitted by the Parties in accordance with the laws, regulations and policies of their respective countries. The Parties may cooperate and exchange unclassified technical information, including but not limited to: safety regulation and oversight, and nuclear safety of nuclear installations and radioactive materials; implementation of the nuclear safeguards system; radioactive waste management; radiological safety (including the authorization and control of radioactive sources), the impact of nuclear facilities and nuclear safety research programs. Examples of such information include: 1. current reports prepared by or for one of the Parties as a basis for or in support of regulatory decisions and policies; 2. documents related to significant authorization activities and environmental decisions affecting nuclear installations; 3. detailed documents describing the licensing and regulatory process for one Party's nuclear facilities and radioactive materials; 4. prompt notification of important incidents and emerging technical issues of immediate interest to the Parties. The Parties agree to consult and request clarification in writing when questions arise regarding the proper management and dissemination of proprietary documentary information provided under this agreement.
