Abstract
This Administrative Code applies to the activity of public administration authorities and institutions, in the relations between public administration authorities and institutions, as well as in their relations with other subjects of public or private law. The central public administration authorities are the Government, the ministries, other central specialized bodies subordinate to the Government or the ministries, the autonomous administrative authorities. Local public administration authorities are local councils, mayors and county councils. The Administrative Code primarily focuses on the framework for organizing and developing the careers of public servants, emphasizing the standards, indicators, and descriptors necessary for assessing an individual's capacity to effectively perform public functions. It operates within the legal context of public administration, as outlined by the Government's regulations and the responsibilities of the National Agency of Public Servants.
