Government Decision No. 100 of February 7, 2002 for the approval of the Quality Norms that must be met by surface waters used for potable water and the Norms regarding measurement methods and frequency of sampling and analysis of surface water samples intended for the production of drinking water.

These quality rules regulate the quality requirements that fresh surface water used or intended for drinking, must meet after appropriate treatment. Underground water and brackish water are not subject to these quality standards. The application of these quality standards leads to a reduction in the level of raw surface water treatment, with a direct impact on costs. Quality rules shall be applicable to all surface water destined for water supply for human consumption and which is transported through distribution networks for public use. The water management basin authorities establish for surface water, from all sampling points or for each individual sampling point, values for all quality parameters/indicators provided for in Annex No. 1b. The central public authority in the field of water and environmental protection, the competent water management authority and its basin authorities, as well as the local administrative ones, will take all the necessary measures to ensure that the surface water intended for catchments for the production of drinking water corresponds from a qualitative point of view to the established values. The competent authority in the field of water management monitors and reports annually to the central public authority in the field of water and environmental protection the fulfillment of the provisions of the plan- framework of action and compliance with the calendar schedule. The central public authority in the field of water and environmental protection may at any time set more severe values than those established by these quality standards.
