Government Decision No. 131 validating the Regulation on the procedure for establishing, the attributions and the functioning of the commissions for establishing the right of private ownership over land, the model and method of assigning property titles, as well as entitling the owners with the right of possession.

This Regulation sets forth the procedure for establishing, the powers and the functioning of the commissions for the establishment of private property rights on land, the model and method of assigning property titles, as well as the possession of owners. The Ministry of Agriculture and Food together with the Ministry of the Environment will ensure the necessary guidance for the proper implementation of the Land Fund Law and the regulation. In order to establish the private ownership right over the land of the cooperative members, their heirs, under the law, as well as other persons envisaged by acting legislation, for the issuance of property titles, as well as for the assignment of the land and possession thereof, shall be constituted communal, city, municipal and county commissions and, respectively, of the municipality of Bucharest. The county commissions have the following main powers: (a) organizes the training of the communal, city and municipal commissions and ensure the distribution of the Fund Law land, mapping and planning; (b) ensures the guidance and control of the communal, city and municipal commissions by appointing all the members of the county commission, communes, cities and municipalities (c) verifies the legality of the proposals of the communal, city or municipal commissions; (d) solves the appeals against the measures established by the subordinate commissions; (e) validates or invalidates the measures established by the communal, city or municipal commissions; (f) issues the property titles; (g) executes any other powers assigned to them by municipal bodies that carry out their activity in plenary session, in the presence of at least 3/4 of their members.
