Abstract
The National Program Healthy Meals for 2025 consists of the daily provision, free of charge, of a food support consisting of a hot meal or, as the case may be, a food package, if a hot meal cannot be provided, within the limit of a daily value of 15 lei/beneficiary, including value added tax. The selection of educational units included in the Program is made by the county (municipal) school inspectorates, based on criteria approved by order of the Minister of Education and Research, which is published in the Official Gazette.
Food support consists, as appropriate, of one hot meal or one food package per day, as follows: (a) hot meal, prepared on site, for preschoolers and students in educational units where there is a canteen, respectively units where it must operate, according to the legal regulations in force, and adequate space for serving meals; (b) hot meal, in catering mode, for preschoolers and students in educational units where there is no canteen for self-catering, the food can be served in the classroom or in another space arranged for this purpose; and (c) ) food package, in the event that there is no possibility of providing a hot meal on one's own or through catering.
The minimum mandatory norms that must be respected in the preparation of meals for preschoolers and schoolchildren are provided in Annex no. 2.
The meal service schedule and the time allocated to this activity are established by the management of the educational unit, depending on the number of students, the school schedule and the specific characteristics of each educational unit. The serving of hot meals or the distribution of food packages within the educational unit is done by persons designated by its management, with the exception of care and maintenance personnel.
The board of directors of the educational unit establishes the method by which the presence of students/preschoolers will be made in order to communicate to the suppliers, daily, the number of food portions/packages that will be distributed to students/preschoolers attending classes. Educational units are directly responsible for ensuring the conditions for receiving, receiving and distributing food support, by nominating the persons responsible in this regard, as well as for confirming the documents that form the basis for the payment of food products.
In order to ensuring hygienic and sanitary conditions, for educational units that do not have a canteen, the products subject to food support must be delivered in individual portions, in food packaging that complies with the legislation on materials in contact with food, sealed and labeled accordingly, accompanied by disposable cutlery that allows consumption under optimal hygiene conditions.
