Government Decision No. 24 validating the National Program "Healthy Meals".

The scope of the National Program Healthy Meals is to support access to education for all children by creating motivation for study, maintaining socio-emotional balance, strengthening the well-being and developing the hygiene of intellectual work of preschoolers and students and by offering a healthy diet that supports learning. The Program contributes to the formation of healthy nutritional habits, such as adopting a diversified, balanced and healthy diet, respectively sustainable - such as reducing food waste, reducing the amount of waste, collecting and valorizing food waste.
The Program consists of the daily provision, free of charge, of a food support consisting of a hot meal or, as the case may be, a food package, if the hot meal cannot be provided, within the limit of a daily value of 15 lei for a beneficiary, including value added tax. The value limit includes the price of the food support, containing the price of raw materials and product preparation services and transport costs. The Program is addressed to preschoolers and students attending teaching activities, during the course period, according to the structure of the school year. Food support is not provided during holidays or other days declared by law as non-working days. The selection of educational units included in the Program is made by the school inspectorates of county or municipality of Bucharest, based on criteria approved by order of the Minister of Education.
The financing of the Program is ensured from the state budget, from amounts deducted from some revenues of the state budget, for the financing of decentralized expenditures at the level of communes, cities, municipalities, sectors and the municipality of Bucharest, depending on the number of beneficiaries and the daily value limit, approved according to this decision, at the proposal of the Ministry of Education.
