Abstract
This Government Decision establishes the general procedural framework for the development and implementation of air quality management plans and programs in order to maintain the concentrations of pollutants in the surrounding air below the limit value and below the value target, established by the regulations in force, and their achievement in a given period, in case they are exceeded, as well as establishing the responsibilities of the authorities involved in the development of these management plans and programs. The management plans and programs are initiated on the basis of the data on the quality of the surrounding air from the National System for the evaluation and integrated management of air quality. On the basis of the management plans and programs, the central authority for environmental protection elaborates the National Action Plan for the protection of the atmosphere, which is an integral part of the National Action Plan for environmental protection. In order to develop the management plan/integrated management plan, the territorial public authority for environmental protection has the following responsibilities: (a) to identify the source/sources that generated the pollution episode and locate them on the map; (b) to inform the central authority for environmental protection regarding the initiation of the development of the management plan/integrated management plan; (c) to inform and warn the local public administration authorities if the source that generated the pollution episode is represented by a mobile source; (d) to inform the territorial public health department about the information on excess of alert threshold so that it informs the doctors in the medical care system and the public about the measures to prevent the effects on state of health; (e) to inform the owner of the business activity if the source that generated the pollution episode is a fixed source; (f) to order the owner of the business activity that generated the pollution episode to take urgent and effective measures to reduce pollutant emissions in air, so that the concentration in the surrounding air is quickly reduced to the level of the limit value, also by reducing the polluting activities and/or by temporarily stopping them; and (g) to include the management plan/integrated management plan in the environmental authorization.
