Abstract
National Strategy for Medium and Long-Term Flood Risk Management is the strategic reference document, with significant impact on the institutions and structures with attributions and responsibilities in flood risk management. The Ministry of Environment, Waters and Forests as the central public authority in the field of water, is designated as the responsible authority with the main role in flood risk management at the national level.
The Strategy promotes a participatory approach and inclusive action of Romanian institutions and citizens, through long-term efforts - 2035. The achievement of the Strategy's objectives is planned to be achieved through inter-institutional collaboration and dedicated investments, by involving key institutional actors in flood risk management, as well as by engaging civil society organizations, the private sector and the general public, with priority given to the local population, potentially affected by flood risk.
The following measures are of high interest: spatial planning, including land use management, building regulations, emergency management and measures to raise public awareness. All these interventions will take into account environmental requirements and objectives. The proposed measures will be implemented in a manner that is to ensure the protection of waterbodies - achieving and maintaining the good status of waterbodies, biodiversity - specific objectives for the protection of species and habitats, especially those dependent on water, as well as the landscape. The development of flood hazard maps and the determination of ways to mitigate and transit flood waves that cause floods must serve as a basis for spatial planning and informing the population about flood risk.
It is expected that in the future, flood risk will be significantly reduced through an integrated approach, i.e. by implementing packages of measures consisting of both structural and nonstructural measures. Close coordination with spatial planning measures, building regulations, emergency management and measures to raise public awareness will play an important role.
