Government Decisions No. 590 regarding the establishment of the institutional framework and some measures for the implementation of Regulation (EU) 2015/2.283 of the European Parliament and of the Council of November 25, 2015 regarding novel foods, amending Regulation (EU) no. 1.169/2011 of the European Parliament and of the Council and repealing Regulation (EC) no. 258/97 of the European Parliament and of the Council and Regulation (EC) no. 1,852/2001 of the Commission, as well as of the Implementing Regulation (EU) 2018/456 of the Commission on the procedural stages of the consultation process for establishing the status of novel food in accordance with Regulation (EU) 2015/2,283 of the European Parliament and Council on Novel Foods.

Abstract
This Decision applies to the introduction of new foods on the Romanian market according to the provisions of this Regulation. The Ministry of Health is designated as the competent authority for the coordination of the national measures necessary for the application of this Regulation and its implementation. If the economic operator in the food sector intends to introduce the food on the market simultaneously in several member states, and decides to choose Romania, he submits the request for consultation via electronic mail to the Ministry of Health at the contact details displayed on its website. The National Commission for Novel Foods is established, a specialized body, without legal personality, which operates within the National Institute of Public Health and which: (a) verifies and evaluates the validity of the consultation requests of operators in the food sector for establishing the status of new food that it intends to introduce on the market in Romania and which falls within the scope of this Regulation; and (b) verifies and evaluates the consultation requests of operators in the food sector, if economic operator in the food sector intends to introduce the food in several member states and chooses Romania. The conclusion regarding the status of the new food specified in the request for consultation is established by the Commission and forwarded to the Ministry of Health. After receiving this conclusion, the Ministry of Health, through the specialized structures, will notify the economic operator in the food sector, the other member states and the European Commission regarding this decision.
