Abstract
The Ministry of the Environment and Sustainable Development is organized and functions as a specialized body of the central public administration, with legal personality, subordinate to the Government. The Ministry applies the strategy and the Government Program, in order to promote policies in the fields of the environment, water management and sustainable development at national level, elaborates the strategy and specific regulations for the development and harmonization of these activities within the general policy of the Government, ensures and coordinates the application of the Government's strategy in its areas of competence, fulfilling the role of state authority, of synthesis, coordination and control in the aforesaid fields, ensuring the interministerial coordination of the development process of the National Sustainable Development Strategy, proposes its adoption and monitors its implementation. The Ministry exercises the following functions: (a) strategy, through which the sustainable development strategy and the strategy in the field of environment and water management are elaborated, in accordance with the Government's policy; (b) regulatory, through which the development of the normative and institutional framework for the achievement of the objectives in its fields of activity; (c) management, which ensures the administration of public and private property of the state, as well as the management of the services for which the state is responsible, in its fields of activity; (d) representation, which ensures, on behalf of the state or the Government, the internal and external representation, in its fields of activity; (e) of state authority, which ensures the application and compliance with the legal regulations regarding the organization and functioning of the institutions that carry out their activity under the authority and in its coordination; (f) coordinating the use of the non-reimbursable financial assistance granted to Romania by the European Union in the field of the environment; and (g) managing external credits, other than community ones, in its fields of activity.
