Abstract
Romania's forests are an asset whose value is given by the continuity of the ecosystem services they provide for society. The national forest policy is based on a long tradition in establishing and implementing the principles of sustainable forest management. This is particularly evident in the application of the multifunctional management system, which preceded by many decades the current approaches to sustainable forest management in other European countries.
The National Forest Strategy (SNP30) must ensure a good governance approach, based on the coherence of forestry legislation, accountability and transparency, and which more effectively capitalizes on the principles of sustainable forest management that have ensured the productivity, multifunctional role, stability and biodiversity of Romania's forests.
The National Forest Strategy - SNP30 is a strategic document that pursues the following general objectives: (a) to ensure the balanced integration of social, ecological and economic aspects in forest management and the continuous provision of ecosystem services; (b) to obtain a social agreement on the harmonization of the rights, interests and obligations of stakeholders and those affected by forest management; and (c) to allow the adaptation of regulatory and control instruments, those of financial support and those of good practices in relation to the goal proposed.
The principles of forest management that underlie the Strategy are: (a) the principle of ensuring the continuity of ecosystem services: forest management is done with the aim of ensuring functional effectiveness and the provision of continuity of ecosystem services essential for society, including by increasing the forested area; (b) the principle of ensuring the stability of forest ecosystems: forestry policy aims to increase the stability of forest ecosystems and their adaptation to increasingly frequent disturbances, including in the context of climate change; (c) the principle of representativeness in biodiversity conservation: the conservation of biodiversity in forest ecosystems is addressed as a priority through protected natural areas, as well as through specific measures, proportional to the degree of endangerment of habitats and/or species, applied at the ecosystem level in areas outside the network of protected natural areas; (d) the principle of economic viability and competitiveness: forest policy supports a competitive and economically viable forest sector oriented towards the circular bioeconomy; (e) the principle of scientific substantiation: strategic and operational decisions related to forest management are based on robust data, results of scientific studies, which reflect the current economic, social and environmental challenges of the sector; (f) the principle of legislative coherence, the regulatory framework of the sector: the forestry policy is clear, harmonized, predictable, adaptable, efficient and allows for a permanent evaluation of the effectiveness of implementation; (g) the principle of administrative efficiency: the administrative framework is clear, efficient and competitive, in order to stimulate forest owners and managers to undertake concrete activities with the aim of improving the stability and productivity of forests; (h) the principle of respect for property: the establishment and implementation of forest policy instruments do not restrict the manifestation of property rights; (i) the principle of integrating social needs: forest policy integrates the needs of society and local communities regarding the provision of necessary ecosystem goods and services and facilitates social inclusion; (j) the principle of intersectoral integration: the formulation of the strategic objectives of the forestry sector must be done in alignment with sectoral policies adjacent to the sector at national, European and international levels; (k) the principle of participatory policy: the establishment of forestry policy instruments and the evaluation of their results is carried out with the transparent, constructive and active involvement of the interested public; and (l) the principle of transparency: forestry policy is based on the achievement of a transparent forest management system, which ensures public access to updated, useful and relevant information regarding forest management objectives and their implementation.
