Governmental Decision No. 1.136 on the application the provisions of Council Regulation (EC) No. 1005/2008 establishing a Community system to prevent, deter and eliminate illegal, unreported and unregulated fishing, amending Regulations (EEC) No. 2847/93, (EC) No. 1936/2001 and (EC) No. 601/2004 and repealing Regulations (EC) No. 1093/94 and (EC) No. 1447/1999.

This Governmental Decision establishes the national system for prevention, deterrence and suppression of illegal, unreported and unregulated fishing and establishes catch certification regime for import-export into and from Romania of fish products. Fishery products imported into Romania shall be accompanied by catch certificate validated by the flag State of the fishing vessel (s) that caught fishes (catch) from which fish products were obtained. Catch certificate shall be used to certify that such catch has been performed in accordance with the acting legislation, applicable international conservation and management regulations and measures. Catch certificate shall contain all the information specified in the Annex II. Catches by third-country fishing vessels of less than 12 m without towed gear, less than 8 m with towed gear, of vessels without superstructure or with a tonnage of more less than 20 GT, which are only landed in the flag state of the respective vessels and which together constitute a consignment may be accompanied by a simplified catch certificate instead of the catch certificate mentioned in par. (3), which contains all the information provided for in Annex IV to Regulation (EC) No 1.010/2009 of the Commission of 22 October 2009 laying down detailed rules for the application of Council Regulation ( EC) No 1.005/2008 establishing a Community system for the prevention, deterrence and eliminating illegal, unreported and unregulated fishing.
