Governmental Decision No. 1414/2009 for the establishment, organization and functioning of the National Institute of Public Health.

National Institute of Public Health is established as a public institution with legal personality, subordinated to the Ministry of Health, through the merger of the Bucharest Institute of Public Health with the Institute of Public Health "Prof. Dr. Iuliu Moldovan" Cluj-Napoca, Institute of Public Health Iasi, Institute of Public Health "Prof. dr. Leonida Georgescu" Timiÿoara, the Târgu Mureÿ Public Health Center and with the Sibiu Public Health Center. The Institute is the health unit that provides the technical and methodological guidance of the public health network, supervises the health status of the population, communicable and non-communicable diseases to identify community health problems, develops the methodology, tools and indicators for monitoring and evaluating services and public health, health promotion and health education programs and ensures the existence of an integrated information and IT system for public health management. The Institute performs the following tasks: (a) prevention, surveillance and control of communicable and non-communicable diseases; (b) health monitoring; (c) health promotion and health education; (d) assessment of occupational health; (e) health monitoring in relation to the environment; (f) development of regulations in the field of public health; (g) ensuring public health management; (h) development of specific public health services; (i) the organization, management, guidance and verification from a technical and methodological point of view, throughout the entire territory of the country, of the health information system; (j) organization, management and control of the IT system in the health field; (k) organization and administration of the national database on health statistics; and (l) development of indicators for evaluating the state of health and the efficiency of the health network.
