Governmental Decision No. 23 validating the Regulation on the Ministry of Labor and Social Solidarity.

Ministry of Labor and Social Solidarity functions as a specialized body of the central public administration, with legal personality, subordinated to the Government. It implements national policies, correlated with those at European and international level, in its fields of activity, fulfilling the role of state authority, strategy and planning, regulation, synthesis, coordination, monitoring, inspection and control. The Ministry of Labor and Social Solidarity ensures the coordination of the application of the Government's strategy and policies in its fields of activity. The Ministry of Labor and Social Solidarity exercises, in its areas of competence, targeting labor and social protection, the following main functions: strategy, regulation and control, and monitoring. Ministry of Labor and Social Solidarity performs the following functions: (a) elaborates, updates and coordinates the application of strategies, plans and programs in its fields of activity; (b) elaborates the public policy documents in its fields of activity; (c) ensures the elaboration of researches, studies and forecasts for the substantiation of the policies, strategies and programs in its fields of activity; (d) ensures the legal and institutional framework for obtaining and collecting the data necessary to fulfill the reporting obligations assumed by Romania at European and international level, in its fields of activity; (e) provides the legal and institutional framework for facilitating and stimulating dialogue on policies, strategies and decisions arising from its areas of activity; and (f) promotes strategies and policies that support the application of the principle of social solidarity in Romania.
