Abstract
This Governmental Decision regulates access of fishing vessels and vessels flying the flag of other States in order to carry out fishing activities in the territorial sea and in the Exclusive Economic Zone of Romania in compliance with the agreements concluded under the conditions of reciprocity with the respective states. Fishing rights shall be granted to fishing vessels under the flag of other States, with the consideration of living aquatic resources exploitable in the territorial sea and in the Exclusive Economic Zone of Romania, as well as to the national fishing fleet, respecting the practice of responsible fishing and national legislation. Foreign fishing vessels must meet the following requirements: (a) to hold on board the fishing license and authorization; (b) to have a functional system installed on board which allows detection and identification at a distance of fishing vessel; (c) to record and report fishing information, including landings and transshipments; (d) acceptance of inspectors on board and cooperation therewith; and (e) compliance with conditions and restrictions on landings, transshipments, operations of fishing gear and marking and identification of vessels.
