Abstract
This Regulation establishes the procedure regarding the collection of the royalty obtained by concession from activities of exploitation of the state resources of the surface and of the carbonated or non-carbonated natural mineral waters. This procedure regulates the method of payment and collection of the royalty obtained through concessions from exploitation activities of carbonated or non-carbonated natural mineral waters and the following surface resources of the state: (a) ferrous, non-ferrous ores, aluminum and aluminiferous, radioactive rocks, rare earth metals, precious and semi-precious stones, mining waste products, bituminous rocks, therapeutic mineral waters, thermo-mineral waters, geothermal waters, and accompanying gases, non-combustible gases, sludges and therapeutic peats; (b) coals; (c) noble metals; (d) non-metallic substances; (e) igneous rocks, metamorphic rocks, industrial and building limestone, dolomite, sandstone and industrial tuffs; (f) clays, marls, loess, sand and gravel, sand and rocks kaolinous; (g) industrial alabaster, pumice, nepheline syenites, gypsum, chalk, silica sand, bentonite, kaolin sand, slate and diatomite; (h) ornamental basalt, ornamental dacite, ornamental andesite, ornamental rhyolite, ornamental granite and ornamental granodiorite; (i) ornamental alabaster, ornamental aragonite and ornamental siliconite; and (j) marble, ornamental limestone, ornamental sandstone, travertine and ornamental tuffs. Royalties obtained through concessions from resource exploitation activities shall be transferred to: (a) 40% to the local budget of the region on the territory of which the exploitation activity has been performed; (b) 40% to the local budget of the city or municipality, as the case may be, on the territory of which/ for which exploitation activity has been performed; and (c) 20% to the state budget.
