This Governmental Decision establishes Criteria for the authorization, construction, registration, control, operation and maintenance of appropriate individual systems for the collection and treatment of waste water. Appropriate individual wastewater collection and treatment systems may be authorized only where the installation of a public sewerage network is not justified from the point of view of the impact on the environment or for economic reasons. By way of exception, for users, natural or legal person, including those who have their own water supply systems, appropriate individual systems may be authorized until the newly established public sewage systems are put into operation, to which they are obliged to connect in within a maximum of one year from their commissioning. Adequate individual systems, regardless of the wastewater treatment method, will be authorized by the building permit issued by the competent authority. The appropriate individual systems that only collect waste water, their treatment being carried out in a treatment plant, will be authorized within the construction authorization. For the appropriate individual systems that carry out wastewater treatment and that discharge treated wastewater directly or indirectly into surface or underground waterbodies, the owners of these systems have the obligation to obtain the water management approval and authorization.
