Governmental Decision No. 855 of August 13, 2008 (*updated*) for the approval of the constitutive-framework deed and the framework-statute of the inter-community development associations with the object of activity public utility services.

The framework constitutive acts and the framework statutes included in the annexes to this Governmental Decision contain minimum provisions and will be adapted to the specifics of each community service of public utilities. An intercommunity development association has as its object of activity one or more community services of public utilities, respectively: (a) water supply service; (b) sewerage and wastewater treatment service; (c) rainwater collection, sewerage and evacuation service; (d) the service of production, transport, distribution and supply of thermal energy in a centralized system; (e) local sanitation service; and (f) the administration service of the public and private domain of administrative-territorial units.
