Abstract
National Strategy on Climate Change, 2013-2020 is a multi-sectoral nationwide policy document, which addresses in two distinct parts: the process of reducing greenhouse gas emissions in order to achieve assumed national objectives, and adaptation to the effects of climate change, taking into account the European Union's climate change policy and documents relevant at European level, as well as experience and the knowledge acquired in collaboration actions with foreign partners and prestigious international institutions. The implementation of the Strategy is the responsibility of the Government, under coordination of the Ministry of Environment and Climate Change - MMSC. The reduction targets and measures included in the European horizon policy for the period until 2020, expressed at national level, require a substantial strengthening of the institutional structure through the active participation of all ministries and other local public administration authorities in the effort of planning and controlling emissions of greenhouse gases and compliance with emission limitation and reduction obligations in accordance with the obligations assumed.
Specific measures to reduce GHG emissions shall be applicable to the following sectors of the national economy: (a) energy; (b) industrial processes; (c) solvents and the use of other products (non-priority at national level); (d) agriculture; (e) land use, land use change, forestry; and (f) waste management. In energy sector measures have been identified to reduce emissions from combustion processes in the electricity and heat generating industries, from transport and sub-sector housing and urban planning. The use of renewable energy sources should also be further encouraged for generating of electricity and heat. The reduction of CO2 emissions from transport must be achieved through an integrated, cost - effective approach that combines innovation from motor vehicle propulsion technology and the use of biofuels with the efforts of decision makers and consumers to adopt a new attitude towards the development of this economic sector. The development of peri-urban forests or the green belts of the localities and big cities represent a priority, being a natural source of carbon storage, which shall require elaboration of specific programs to expand green spaces in urban areas and in the vicinity thereof. The reduction of emissions from industrial processes will be achieved mainly through application of measures to increase energy efficiency, by optimizing technological flows and by promoting green technologies. Reduction of GHG from agriculture shall be achieved through: (a) programs for the promotion and support of ecological agriculture systems; (b) modernization of agricultural holdings; (c) agri-environment payments; (d) support for the creation and development of SMEs; (e) implementation of the cross-compliance system; (f) elaboration of the code of good agricultural practices and good practices on the farm; (g) the modernization program of the agricultural farms; (h) increasing the added value of agricultural and forestry products; (i) renovation and development of villages; (j) support for the growth of forested areas; (k) afforestation of agricultural lands; and (l) technologies for the production and use of biofuels at farm level and recovery of biomass, such as: pellets, briquettes.
The objectives and targets shall be achieved through application of the following measures: (a) mobility, accessibility, ecological transport; (b) use of renewable energy, energy conservation; (c) use of green technologies and innovations; (d) waste management, reduction of consumption; and (e) community involvement - participatory management, responsible consumption.
