Law No. 1 “On the reconstitution of ownership rights over agricultural and forest land, requested according to the provisions of the Law No. 18 On land fund and the Law No. 169 amending Law No. 18 On land fund.

Natural persons and legal persons who have submitted applications for the reconstitution of ownership rights for agricultural land and forest land, shall be acknowledged their property right as established under the conditions provided by this Law. The rights acquired in compliance with the provisions of the Land Fund Law No. 18 On land fund, for which certificates of ownership, minutes of possession or title were issued, remain valid without any other confirmation. If there are no agricultural land areas in the locality to fully satisfy the requests, the reconstitution of the right of ownership will also be done from the agricultural land areas passed into the ownership of the local government, the city or the municipality. In the situation where it is not possible to reconstitute the full ownership right, compensations will be granted for the difference of land that has not been returned. Compensations will be granted starting with the smallest areas that cannot be returned. Land owned by the state, administered by the research institutes and stations, intended for the research and production of seeds, planting material from higher biological categories and purebred animals, belong to the public domain and remain under their administration.
