Law No. 95/2006 “On public health.”

The scope of this Law is the regulation of public health, an objective of major social interest. The purpose of public health assistance is to promote health, prevent illnesses and improve the quality of life. (3) The strategy of the public health system aims to ensure the health of the population within healthy communities. Public health assistance is a component of the public health system. The Ministry of Health represents the central authority in the field of public health. The main tasks of public health assistance shall be as follows: (a) the development of policies, strategies and programs aimed at ensuring public health; (b) monitoring and analysis of the health status of the population; (c) planning in public health; (d) epidemiological surveillance, disease prevention and control; (e) management and strategic marketing of public health services; (f) the regulation of the field of public health; (g) ensuring the quality of public health services; (h) research-development and implementation of innovative solutions for public health; (i) prevention of epidemics, including the establishment of the epidemiological alert state; (j) protecting the population against environmental risks; (k) information, education and communication for health promotion; (l) mobilizing community partners in identifying and solving health problems; (m) evaluation of quality, effectiveness, efficiency and access to medical services; (n) development and planning of human resources and institutional development for public health; (o) integration of public health priorities into national policies and strategies and into sectoral sustainable development strategies; and (p) ensuring the capacities to respond to disasters or risks to the life and health of the population, including by introducing restrictions on the movement of people and goods.
