Abstract
This Romania national Plan has the purpose to establish several specific measures necessary for the prevention and control of groundwater pollution, in order to achieve the water protection objectives identified in national legislation.
These measures include in particular: a) criteria for assessing the good chemical status of groundwater; b) criteria for identifying and reversing significant and sustainable upward trends, as well as for defining the starting levels for reversing trends. The central public authority in the field of waters is designated as authority responsible for the promotion and coordination of this Plan, and the National Administration "Romanian Waters" is designated as authority for its implementation. The implementing authority shall implement these provisions in its activities of authorization and control of water uses, as well as monitoring of water resources, and will make regular reports based on the results of the groundwater monitoring programmes and shall develop proposals in with a view to eliminating and reducing groundwater pollution, which it submits to the responsible authority for necessary approval. Depending on the degree of homogeneity of the natural geochemical bottom of a particular groundwater site, the threshold values are established at national level, respectively at the level of international hydrographic district of the Danube river located on the Romanian territory, or at the level of a specific hydrographic district. In case of groundwater bodies jointly owned by Romania and one or two Member States of the European Union and in case of groundwater bodies in which groundwater crosses the border with a Member State of the European Union, the establishment of threshold values is subject to coordination with the Member States concerned.
The Annex is also part of this publication (Annexes 1-7; containing list of groundwater quality standards; threshold values for pollutants and groundwater pollution indicators; criteria for the evaluation of chemical status of groundwater; detailed indications for identification and inversion of significant and sustainable upward trends; list of measures and actions for the investigation, evaluation and remediation of groundwater resources in contaminated sites and for the development of additional groundwater quality remediation plans; technical list of Alert values for the investigation and evaluation of groundwater contamination on the territory of Romania, and; technical list of intervention values for the investigation and evaluation of groundwater contamination on the Romanian territory; detailed instructions for the performance of investigations and assessments of risk associated with contamination of groundwater-contents of the study for risk assessment).
