National rural development programme 2014-2020.

This Programme stipulates the the new Romania National rural development programme for the period from 2014 to 2020. This Programme, with scope of action on the entire Romanian national territory, is aimed at implementing many cross-sectoral issues related to the development of all national rural areas, principally setting the indicators regarding different parts such as employment rate of the population by economic activity, rural population and its structure, effective unemployment rate, agricultural areas occupied by organic farming, development rate of independent rural activities, direct use of energy in food industry present in rural areas. The content of this text are divided into 21 Chapters, each with diverse subsections. List of basic contents with some significant issues mentioned is here as follows: Title of the rural development programme; Member state or administrative region (Geographical area covered by the programme; classification of the region); Ex-ante evaluation (Description of the process, including timing of main events, intermediate reports, in relation to the key stages of RDP development; Structured table containing the recommendations of the ex-ante evaluation and how they have been addressed); Swot analysis and identification of needs (Comprehensive overall description of the current situation of the programming area, based on common and programme-specific context indicators and other qualitative up-to-date information; Adapting the research activities and the results of research to the needs of farmers and processors; Adequate and quality advisory and consultancy; Restructuring and modernization of small farms into market-oriented farms; Low level of greenhouse gase (GHG) emissions from agriculture and the transition towards a low carbon economy); Description of the strategy (A justification of the needs selected to be addressed by the RDP, and the choice of objectives, priorities, focus areas and the target setting based on evidence from the SWOT and the needs assessment; Fostering knowledge transfer and innovation in agriculture, forestry and rural areas; Enhancing farm viability and competitiveness of all types of agriculture in all regions and promoting innovative farm technologies and the sustainable management of forests; Promoting food chain organisation, including processing and marketing of agricultural products, animal welfare and risk management in agriculture). In the Chapter 8 there is a detailed description of selected measures.
This Programme sets several issues in full compliance with the European union food safety and quality standard, also by developing and diversifying of local food chains, that must focused on quality, food safety and on the continuity of the integrated food chain supply. The connection with national/EU/international strategies/conventions on environment–the measures dedicated to reaching the objectives for environment protection and for mitigation and adaptation to climate change under the NRDP 2014-2020, are subordinated to the principles and objectives set by the international conventions and European directives on the preservation of biodiversity (the Convention on the Biological Diversity from Rio de Janeiro, EU‟s Biodiversity Strategy 2020, Council Directive 92/43/EEC on the preservation of natural habitats and species of wild fauna and flora and Directive 2009/147/EC on the preservation of wild birds) and the sustainable management of natural resources (EU strategy on adaptation to climate change, Directive 2000/60/EC establishing a framework for Community action in the field of water, Directive 91/676/EEC regarding the protection of waters against pollution caused by nitrates from agricultural sources), in terms of which Romania has an active role, by assuming the specific national strategies (e.g. National Strategy for Sustainable Development of Romania Horizons 2013-2020-2030, National Strategy and Action Plan for Biodiversity Preservation 2010 - 2020, National Strategy for Climate Change 2013-2020).
This text also indicates a large scale of measures meant for national rural areas in order to offer a set of sustainable indications for the reinforcement of the effective environmental value and productive potential. some of them are here listed as follows: Restructuring and modernizing the small farms into market-oriented farms; Setting-up producer groups and organizations; Integrated food chains; Risk management in agriculture; Easy access to adequate financial instruments for farmers, processors and small entrepreneurs from rural areas; Maintaining the biological diversity and environmental value of agricultural and forestry lands; Supporting a sustainable forest management; protection, preservation and improvement of water resources; Adaptation to climate change effects; Decreasing the poverty level and the social exclusion risk; several natural disaster issues.
