Abstract
NATIONAL STRATEGIC FRAMEWORK FOR THE SUSTAINABLE DEVELOPMENT OF AGRI-FOOD SECTOR AND RURAL DEVELOPMENT IN THE PERIOD 2014 - 2020 – 2030 is multi-sectoral nationwide policy document aimed at the development of rural economy, agriculture and ensuring food security through sustainable ecological balance in rural areas, public private partnership, poverty reduction in rural areas and increasing rural employment, mainly young active rural population.
The scope of the National Strategic Framework shall be to set forth guidelines for the sustainable development of the agri-food system and the rural area as one of the basic components of the resumption of economic growth of Romania. Strategic agri-food priority shall be to increase the degree and quality of the processing of agricultural raw materials and export of foodstuffs.
National Strategic Framework sets forth the following objectives: (a) to ensure national food security and guarantee nutrition of the Romanian population; (b) efficient use of natural, material and human resources of Romanian agriculture; and (c) efficient use of the ecological favorability of Romania's agricultural resources to supply high quality agri-food products on the domestic and international market.
In order to ensure national food security that guarantees nutrition of the population, Romania's agriculture must comply with the following performance parameters: (a) doubling agricultural yields in the next ten years, compared to the decade 2000-2010; (b) doubling the value of plant and animal production in the next decade, compared to 2010; (c) doubling the value of processed agri-food production compared to 2010; and (d) increasing the absorption rate of European funds.
The priority of modernizing agriculture and the rural economy must be based on economic functions and vital social aspects of the agri-food system: ensuring a balanced diet for the population (hence implicitly of food safety), of the need of raw materials for non-agricultural activities and an active and profitable export of agri-food products, increasing landscape capital of rural areas, ensuring a decent standard of living (comparable to the European average) and environmental protection. Rural development is based on the concept of sustainable rural development, the expansion and diversification of the rural economy implying the harmonious combination between the agricultural (and forestry) component, rural agri - food economic component and non-agricultural economic component.
National Strategic Framework sets forth the following synthetic indicators: (a) the value of primary agricultural productions (vegetable and animal) and its structure; (b) the value of agri - food production and its destination: domestic food consumption, export/import of food; (c) forecast of annual food consumption per capita in Romania; (d) the population fed from agri-food production (the inhabitants of the country, food for export); and (e) capital investments per hectare to support agri-food production in Romania.
