Abstract
National Strategy for medium and long term on safe management of spent fuel and radioactive waste is a nationwide policy document. Nuclear activity shall be intended any human practice that introduces additional sources or routes of exposure, extends exposure to a larger number of people, or changes the network of routes of exposure, starting from existing sources, thereby increasing exposure or the probability of exposure of people or the number of exposed people to radiation. Spent nuclear fuel shall be intended nuclear fuel definitively removed from the reactor after irradiation; spent nuclear fuel can be considered a usable resource or destined for storage in a specific location with or without the intention of recovery. Radioactive waste shall be intended radioactive materials in gaseous, liquid or solid state containing radionuclides in concentrations for which is not foreseen or considered other use.
The policy on the safe management of spent nuclear fuel and radioactive waste is established by the Government and implemented by the responsible national organizations involved.
Nuclear energy, an energy source with low carbon emissions, represents a basic component of the energy mix in Romania. In order to fulfill the environmental and energy security objectives and targets, safety in the supply and diversification of sources for a balanced energy mix that ensures a bearable energy price for consumers, the Romanian Government supports the development of the nuclear energy.
National Strategy for medium and long term on safe management of spent fuel and radioactive waste is the programmatic document on the basis of which radioactive waste management activities are carried out, including their final storage and the decommissioning of nuclear and radiological installations. It sets out the fundamental principles, the applicable national legal and regulatory framework, as well as the responsibilities of national organizations involved in the activities of responsible and safe management of spent nuclear fuel and radioactive waste.
The fundamental objective of the National Strategy is the continuous improvement of the process of responsible and safe management of spent nuclear fuel and radioactive waste, without unjustified transfer of responsibility to future generations. The specific objectives of the National Strategy are: (a) establishing appropriate national measures for the responsible management of spent nuclear fuel and radioactive waste, in compliance with the Nuclear and Radiological Security requirements established by the legislative and regulatory framework of the nuclear field; (b) improving the information process and ensuring the necessary public participation regarding the management of spent nuclear fuel and of radioactive waste, in compliance with the legal regulations in force regarding classified information and the principle of confidentiality. The objectives of the National Strategy will be pursued by all authorization holders who generate or possess radioactive waste, in all stages of their safe management process, including during the decommissioning of nuclear and radiological facilities.
