Abstract
This Strategy establishes the official plan to increase the domestic and international market presence of the agricultural sector. It addresses a systemic economic imbalance where the country primarily exports raw materials while importing high-value processed foods. The Strategy aims to retain economic value within the country and reduce the national trade deficit through the industrialization of the agricultural sector.
The Strategy establishes a hierarchy of labels, ranging from European protections like Protected Designation of Origin to national categories for traditional recipes and mountain-produced goods. These certifications serve as standardized benchmarks to ensure food safety, nutritional integrity, and authenticity, which are intended to build consumer trust in both local and foreign markets.
The implementation plan emphasizes the modernization of the entire supply chain, specifically targeting processing and storage infrastructure. The Strategy provides incentives for producer associations and cooperatives, and thus, it seeks to overcome the fragmentation of small-scale farming. This structural change is designed to facilitate "short supply chains," connecting local farmers directly to retail markets and public institutions like schools and hospitals.
The Strategy identifies the agrifood sector as a pillar of rural development and public health. It outlines educational initiatives to inform citizens about the benefits of fresh, local produce and the cultural value of Romanian gastronomic heritage. Through the establishment of a dedicated National Center for Promotion, the state will actively coordinate trade missions and digital marketing to diversify export destinations beyond the European Union.
