Abstract
The National Strategy regarding the promotion of equal opportunities and treatment between women and men and preventing and combating domestic violence for the period 2018-2021 is promoted by the National Agency for Equal Opportunities between Women and Men (ANES) and the steps in collaboration with civil society and institutions competent in the field, thus formulating recommendations that were taken into account when planning the measures and actions provided for in the operational action plan for the implementation of this strategy, as follows: (a) strengthening the capacity of ANES regarding human and financial resources in order to implement the provisions of CEDAW, introducing effective monitoring mechanisms both at central and local level, strengthening collaboration with civil society and imposing sanctions for noncompliance with legal provisions; (b) taking into account the recommendations in the formulation of the new National Strategy regarding equal opportunities between women and men and preventing and combating domestic violence and ensuring its effective implementation thereof through the appropriate allocation of resources; (c) inclusion in the Strategy of measures to implement the principle of transversality, by integrating the gender dimension and gender-based budgeting in all government strategies and institutions, assessing the impact of gender equality in existing legislation to identify the need for legislative actions and continue plans to establish focal points on the gender dimension gender, in all relevant ministries and authorities at national and local level; and (d) adoption of a national action plan to implement the full spectrum of Security Council resolution 1325 (2000) on women, peace and security.
Gender equality represents a priority area in the proposed social model. In this sense, it is necessary to correlate all the anti-discrimination provisions on the basis of sex, in order to increase their efficiency. In order to achieve this objective, we also consider partnerships with specialized non-governmental organizations. Romania will thus give a firm signal regarding its determination to fight gender discrimination and gender violence. This objective can be achieved through a multisectoral approach, combining measures to modernize the labor market with those in the field of education, supporting social inclusion measures, improving medical services, promoting investments in the productive sector and in research, development and innovation. The aim is to ensure a sustainable development for Romania, a significant improvement in the standard of living for all citizens of the country, including those people who are in a vulnerable position, by promoting legislation for young people through ensuring a coherent transition from the educational system to the labor market, as well as the balance between professional and personal life, by increasing access to social services for the care of children and dependent people.
Objectives of the Strategy for the field of equal opportunities between women and men shall be as follows: (a) promoting measures to educate the younger generation, ensuring universal access of girls and women to sexual and reproductive health and reproductive rights and increasing the number of women in the labor market and supporting the birth rate by introducing notions of the concept of equal opportunities between women and men in the school curriculum; (b) promoting measures to reconcile professional life with family and private life; and (c) promoting measures to encourage women's participation in the decision-making process.
General principles included in this Strategy and in the action plan shall be as follows: (a) the principle of legality – involves carrying out activities to promote and implement the principle of equal opportunities and treatment between women and men according to the provisions of the Constitution and national legislation on the matter, as well as the provisions of agreements and other international legal documents to which Romania is a party; (b) the principle of respect for human rights and fundamental freedoms - implies respect for human dignity and mutual respect in social relations; (c) the principle of non-discrimination and equal opportunities and treatment between women and men – implies non-discrimination and equal access for women and men to resources that guarantee their free, full and unrestricted development of their life and personality on all levels; (d) the principle of adequate financing - involves the allocation of responsible use of financial resources for the implementation of the measures identified in order to achieve the objectives; (e) the principle of decentralization - implies the responsibility and active involvement of local public authorities in the development of actions to promote and implement the principle of equal opportunities and treatment between women and men; (f) the principle of the integrated approach - implies coordination and cooperation between all the institutions involved; and (g) the principle of public-private partnership - implies the co-optation of civil society in the concrete activities of implementing measures to promote and implement the principle of equal opportunities and treatment between women and men.
