Abstract
This Strategy defines Romania's operational planning and material resource allocation for responding to national emergencies, natural disasters, and major supply chain disruptions. Managed by the National Administration of State Reserves and Special Problems (ANRSPS), the Strategy sets multi-year targets to maintain vital stockpiles, update storage facilities, and streamline the distribution of essential commodities
Food and drinking water security form the core of the Strategy’s quantitative targets. Strategic reserves must guarantee basic survival provisions, including drinking water and food rations, for at least 400,000 individuals over a 6-month period. Additionally, the Strategy establishes a mandatory national grain stock of wheat sufficient to support four months of basic bread consumption for the entire population during severe agricultural or import crises.
Energy and material readiness represent another major focus area. The Strategy requires the accumulation and maintenance of strategic petroleum, liquid fuel, and energy reserves to protect critical national infrastructure during sudden supply interruptions. It also mandates dedicated stocks of temporary housing units, bedding, and emergency relief supplies to accommodate population displacement caused by major seismic events or sudden refugee movements.
Operational implementation relies on modernizing storage infrastructure and logistics networks. Product lists for state reserves undergo systematic evaluation and updates every three years to reflect shifting demographic needs and technological requirements. Commodities are maintained through a dual-storage model, utilizing both state-owned warehouses and pre-contracted specialized economic operators to enable rapid, multi-point deployment across affected regions.
Risk planning encompasses a broad spectrum of threat vectors, including earthquakes, floods, prolonged droughts, industrial accidents, and hybrid security challenges. The Strategy establishes administrative protocols for digital inventory management and rapid stock release, ensuring material resources can be mobilized immediately upon notification from national emergency response and monitoring authorities.
