Order No. 1.134 he Ministry of Environment, Waters, and Forest validating the conditions for the development of environmental studies, the criteria for the certification of natural and legal persons and the composition and Regulation on the organization and functioning of the Certification Commission.

The Order aims to enhance the quality and reliability of environmental assessments, thereby facilitating informed decision-making in public and private projects that may affect the environment. The implementation plan outlined in the ordinance includes the establishment of a Certification Commission, which will operate within a recognized professional association in the field of environmental protection. This Commission is tasked with the accreditation of individuals and entities that prepare various environmental studies, such as environmental impact reports and environmental audits. Certification Commission shall be intended the commission operating within the professional association in the field of environmental protection. Certified experts shall be intended natural or legal persons who have obtained a certification license based on this Order. Register of certified experts shall be intended the list containing certified experts, published on the website of the professional association in the field of environmental protection. Environmental studies shall be intended studies that, according to the law, must be carried out by certified experts, and include environmental report, environmental impact report, environmental balance, the site report/baseline report, safety report (RS) and the appropriate environmental assessment study. The central public authority for environmental protection shall register in a list established for this purpose the natural and legal persons who prepare environmental studies.
