Abstract
This Regulation for the safety of food of non-animal origin establishes the conditions under which the import, export, transit and intra-Union trade in non-animal food and products inorganic and organic chemicals that are used as ingredients for the preparation of foodstuffs for human consumption subject to official safety control provided for in the Annex which forms an integral part of this Order. The application of this Order shall be the competence of Bucharest municipality and the regional customs directorates. National Sanitary Veterinary and Food Safety Authority and General Directorate of Customs within the National Agency for Fiscal Administration shall control the application of this Order. Food products of non-animal origin shall be intended vegetables, plants, roots, edible tubers, fruits, coffee, tea, mate and spices, cereals, seeds, vegetable fats and oils, sugars, alcoholic beverages, non-alcoholic beverages and vinegar, whether or not processed, food additives, inorganic and organic chemicals used as ingredients for food preparation. The economic operators submit to the inspectors of the sanitary authority original veterinary and food safety documents certifying that foodstuffs of non-animal origin and inorganic and organic chemicals that are used as ingredients for the preparation of food for human consumption comply with European Union legislation and national legislation in the field of food safety. Accompanying documentation must contain labels, samples of packaging, the date of manufacturing and the shelf life. The economic operators must present to the inspectors of the authority sanitary-veterinary and food safety registration document for storage of commodities and/or food production or rental contract for storage facilities, and the certified translation of all the requested documentation. In addition, economic operators must ensure the traceability of transportation of products of non-animal origin, following official control for food safety at the point of entry or at the customs office.
