ORDER No. 28 of the National Commission for the Control of Nuclear Activities subordinated to the Government validating the Nuclear Safety Rules regarding the registration, reporting, analysis of events and the use of operating experience for nuclear facilities.

Nuclear Safety Rules establish the procedure for the registration, reporting, analysis of events and the use of operating experience for nuclear facilities applicable to the safe conduct, regulation, authorization and control of nuclear activities. Fulfilling the provisions of these rules is a necessary condition for the authorization by the National Commission for the Control of Nuclear Activities (CNCAN), of the activities of construction and assembly, commissioning, operation and decommissioning of a nuclear facility. The provisions of these rules apply both to holders and applicants for authorization for the phases of construction and assembly, commissioning, operation and decommissioning of a nuclear facility. These rules apply to the following categories of nuclear facilities: (a) nuclear power plants, including those equipped with modular reactors; (b) research reactors, nuclear test reactors, zero power reactors and subcritical assemblies; (c) demonstration reactors; (d) nuclear fuel plants; (e) spent nuclear fuel storage facilities; (f) nuclear reactors for the production of energy and isotopes for medical purposes; (g) uranium enrichment facilities; (h) spent nuclear fuel processing/reprocessing facilities; and (i) intermediate or final radioactive waste storage facilities and treatment facilities of radioactive waste, located on the same site and directly related to the nuclear facilities. The authorization holder must establish and implement, within the management system, a systematic process for identifying, reporting, collecting, recording, sorting, processing, analyzing and documenting operational experience and events at the nuclear facility for which he is responsible, as well as relevant external operational events and experience reported by other nuclear facilities, nuclear organizations and organizations from other industrial sectors, at national and international level.
