The Order organizes the designated landing sites and first sale centers into three separate annexes based on geographic jurisdiction. These divisions cover the Danube Delta Biosphere Reserve, inland natural aquatic habitats including major rivers and reservoirs, and the Black Sea maritime coastline. Each entry within these tables specifies the precise location, coordinates, and the authorized entity responsible for managing the site or center.
The primary function of this Order is to regulate the operational pipeline from the moment fish are harvested until their initial market transaction. Licensed commercial fishermen are required to transport their wild catch from the designated landing site directly to an approved first sale center accompanied by a transport note. At these centers, catches are weighed and recorded by species, creating an official fiscal invoice that tracks the volume of wild fish entering the commercial market.
