Order no. 517 of 2019 for establishing the sectoral criteria and the critical thresholds related to the ICN sector - national critical infrastructure - "Food and agriculture".

This Regulation establishes the sectoral criteria and the critical thresholds related to the Critical National Infrastructure (ICN) sector - national critical infrastructure - "Food and agriculture”. Within the national economy for the sector "Food and agriculture" there is a unitary set of processes and activities organized and carried out in order to ensure the functionality and continuity of services of special importance, regulated by the acting legislation. The objective of special importance for the above-mentioned sector is that of the critical infrastructure elements to be established at the level of each economic operator, taking the protection measures required by law, based on the selection criteria. The selection criteria for critical infrastructure elements in the "Food and Agriculture" sector contribute to the establishment of those functional economic entities that offer products/goods and services of public utility, vital for society, whose destruction, degradation or rendering in a state of non-functioning produces major negative effects on the population, environment and economic security at national or zonal level. Criteria for selection of critical infrastructure elements in the "Food and agriculture" sector shall be as follows: (a) material elements: constructions, equipment, installations, means of transport; informational elements: data, information, circuits, flows, techniques, industrial procedures, human resources; (b) agri - food processing and storage systems; major water supply systems, public utilities of interest for food and agriculture, which provide support for national security components; (c) flood protection - soil erosion control – drainage; and (d) food crises with an impact on food safety and security.
