ORDINANCE no. 24 of August 24, 2016 regarding the organization and carrying out of the neutralization activity of animal by-products that are not intended for human consumption.

This Ordinance establishes the legal framework regarding the organization and carrying out of the activity of neutralizing animal by-products that are not intended for human consumption, hereinafter referred to as animal by-products, regarding the system of their collection, transport and disposal, public activity of national interest. By-products of animal origin shall be intended whole bodies or parts of animal bodies, products of animal origin or other products obtained from animals, which are not intended for human consumption, including ova, embryos and semen. Neutralization of animal by-products shall be intended the activity of skinning animal by-products, followed by their processing or incineration/co-incineration by transforming them into biologically stable products, not dangerous for the environment, animals or humans, respectively the activity of burying them under the conditions established by this ordinance. The term animal byproducts does not include the contents of the intestinal tract collected at the slaughterhouse, dung or purine. It is prohibited to abandon, bury or store animal by-products under conditions other than those established by the legislation in force. The neutralization of by-products of animal origin is carried out in authorized sanitary-veterinary units and by competent authorities regarding environmental protection. The technical aspects regarding the organization of the activity of neutralization of animal by-products, both from animal breeding units, the production, storage, processing or marketing units of meat or other products of animal origin, as well as from the households of individual animal breeders, are established by the methodological norms for applying the provisions of this ordinance.
