Abstract
This Order, consisting of 11 articles, creates the Romanian Agency for Food Safety - ARSA. It establishes composition, duties and responsibilities of the above mentioned agency, as a specialized body of central administration, subordinated to the Government and in direct coordination of the Prime Minister. ARSA aims to achieve food safety from the production of raw materials to the distribution of food to consumers. To achieve this end, the ARSA shall: a) provide scientific opinions and technical assistance on national and Community legislation in areas which have direct or indirect impact on food safety and animal feed. It provides for independent information on all matters within these fields and communicate related risks; b) contribute to a high level protection of human life and health, taking into account animal health and welfare, plant health and environmental protection; c) collect and analyze data to allow the characterization and monitoring of risks which have a direct or indirect impact on food safety and feed business; d) provides: scientific advice and technical assistance on human nutrition, taking into account national and Community legislation; scientific advice on issues related to animal health and welfare and plant health; scientific opinions on products other than food and feed related to genetically modified organisms as defined by Government Ordinance no. 49/2000 on the regime of production, testing, use and sale of genetically modified organisms through modern biotechnology techniques and products resulting therefrom, approved with amendments by Law no. 214/2002 ; e) provide scientific opinions which serve as the scientific basis for developing and adopting measures in the fields of the object or activity; f) develop draft legislation to fulfill specific tasks.
