Abstract
NATIONAL MANAGEMENT PLAN RELATING TO THE NATIONAL PORTION OF THE INTERNATIONAL HYDROGRAPHIC BASIN OF THE DANUBE RIVER is a nationwide multi-sectoral policy document elaborated by the International Commission for the Protection of the Danube River and subject to approval by environment ministers of the Danube countries. National Management Plan shall be applicable to the portion of Danube River Basin falling within the territory of Romania managed in accordance with European and national legal provisions.
It identifies pollution source of Danube River basin as follows: (a) inhabited areas with more than 2,000 inhabitants, which have waste water collection systems with or without waste water treatment plants; (b) industrial facilities (sites), which are relevant to water-related environmental factor; (c) facilities discharging hazardous substances; (d) other establishments discharging into water substances non-complying with environmental standards; and (e) agricultural farms and livestock farms discharging into waterbody hazardous substances non-complying with environmental standards.
The scope of the National Management Plan shall be monitoring of surface waterbodies for the purpose of identification and designation of heavily modified and artificial waterbodies and with a view of taking measures to restore or mitigate hydromorphological alterations in order to achieve environmental objectives. It shall be applicable to surface water, groundwater, aquatic ecosystems and aquatic protected areas. In the process of research were identified water reservoirs for the purpose of protection against flood (flood prevention and minimization of flood risks to the population and communities), potable water supply, energy generation, irrigation, fishfarming, conservation and management of ecosystems, protected areas and natural habitats of aquatic animals and plants.
National Management Plan envisages measures related to inland fisheries and aquaculture: (a) increase of fishfarming production; (b) intensive aquaculture activities implying specific purification measures for waterbodies; and (c) prevention of the introduction of alien species.
