Abstract
This Serbian Climate Change Adaptation Program for the period from the year 2023 until the year 2030 aims at ensuring the implementation of adaptation measures to changing climate conditions in a "smart" and "systematic" manner, by using the existing knowledge and it further ensures future implementation of science-based solutions, as well as the adaptation of policies and methodologies for sustainable future planning in the context of climate change. The Program has the purpose to provide capacities to improve timely public information on weather and climate conditions and climate hazards in order to increase the preparedness of individuals, entrepreneurs, and employers. At the same time, the Program enables the implementation of adaptation measures to changing climate conditions (adaptation) that have been identified as the most urgent in order to prevent a multiple increase in damage and losses due to the impacts of climate change. The Program also ensures the implementation of interventions related to direct defense against climate hazards where it is not possible to mitigate the impacts, the implementation of measures that enable the initiation and maintenance of the adaptation process in the future in a sustainable manner, as well as the implementation of measures that enable the rapid implementation of new scientific knowledge in the adaptation process. The deriving Action Plan for the Implementation of the Climate Change Adaptation Program for the Period from 2023 to 2030 is attached to this text (Annex 1- Annex to the analysis of climate change in the Republic of Serbia; Annex 2-Annex to the analysis of the impact of climate change on the agricultural sector; Annex 3-Annex to the analysis of the impact of climate change on forests and forestry; and Annex 4-Analysis of the effects of measures).
This text covers different areas and sectors with cross-cut and integrated approach: human health and safety; agriculture; fruit production; viticulture; crop production; livestock farming; adaptation of the agricultural sector to climate change; forestry; transport (road) infrastructure; energy; urban planning and development; biodiversity.
General objective defined in this text is to increase the capacity to achieve greater resilience to climate change by building a system and society with a high level of awareness of climate change, its impacts and adaptation needs. It also implies providing timely necessary information to various professions as well as to all citizens. This is the basis for developing a successful process of adaptation to changing climate conditions and thus ensuring the capacity to achieve greater resilience.
Also four different specific objectives are determined: Specific objective 1 contains a group of measures from different areas and sectors that are tasked with improving the awareness and preparedness of people and sectors for climate change, which further increase their resilience to climate change through their activities, and to enable further development of knowledge in order to improve and sustain resilience to climate change in the future. Specific objective 2 contains a group of measures that have the task of systematically implementing adaptation to climate change by amending and supplementing documents and regulations in sectors covered by the Program, as a result of which the implementation of the recommended priority measures from the national to the local level will be ensured. Specific objective 3 contains a group of measures that will contribute to ensuring increased resilience of critical infrastructure and natural resources to climate change. It will be measured by an indicator describing the number of capital projects in the planning, i.e. construction and maintenance of which climate change was taken into account. Specific objective 4 includes measures related to providing financial support and funds for the implementation of measures that contribute to increasing resilience to climate change.
