Abstract
This Law regulates the conditions and manner of arranging the space, arranging and use of construction land and construction of facilities; exercising supervision over the application of designated rules, and inspection supervision; including other issues of importance for spatial planning, arrangement and use of construction land, including issues regarding agricultural land.
Planning, arranging and use of the land and space is based on the following principles: 1) sustainable development through an integrated approach to planning; 2) balanced territorial development; 3) rational use of land by encouraging urban measures and rural renovations and reconstructions; 4) rational and sustainable use of non-renewable resources and optimal use of renewable resources; 5) protection and sustainable use of natural and immovable goods and cultural goods; 6) prevention of technical and technological accidents, fire protection and explosions, protection from natural disasters, elimination of causes that cause climate changes; 7) planning and arranging space for the needs of the country's defense; 8) compliance with European regulations and standards in the field spatial planning and arrangement; 9) improvement and use of information technologies that shall contribute to better efficiency and economy of public administration construction works; 10) public participation; 11) preservation of customs and traditions; 12) preservation of landscape specifics; 13) horizontal and vertical coordination. Chapter XV sets out related penalty measures.
